In miniscule amounts granular latakia is a cooling agent for Burley. Acid (like a capful of Vinegar to a few pounds of tobacco, or citric or malic acid) sweetens Burley. Then about 1/4-1/2 oz of granular latakia (Stick it in a coffee grinder and give it a couple quick pulses) will serve to remove tongue bite. I have no idea why it works, but it does.
Ernie, I've read people talking about the substitution of DFK for Syrian Latakia, due to the creosote flavoring on Cyprian latakia; curious, does DFK have similar qualities around the PH balance and removing bite when used in condiment amounts?

No. It actually can add bite if not properly doctored as can all burley. It can also add a mouth drying nastiness. Just ask @Spillproof
